Summary

The order revokes plans and actions set through President Biden’s AI Executive Order, “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence” (Executive Order 14110), to create “a path for the United States to act decisively to retain global leadership in artificial intelligence.” The EO’s stated “policy goal” is to “sustain and enhance America’s global AI dominance in order to promote human flourishing, economic competitiveness, and national security.”

It orders White House appointees, including the Special Advisor for AI and Crypto, the Assistant to the President for Science and Technology (APST), the Director of the Office of Management and Budget (OMB), and other agency heads to “develop and submit an action plan” to President Trump within 180 days. The action plan must include steps to achieve the aforementioned policy goal. They must also review all actions taken pursuant to President Biden’s revoked AI executive order and identify any actions that are inconsistent with or present obstacles to the aforementioned policy goal. Agencies must suspend or revise any actions that are found to be inconsistent with the goals in this EO. If these actions cannot be suspended or revised immediately, the APST must provide and enact all available exemptions to those actions until they can be revoked.

Furthermore, within 60 days, the OMB Director and the APST must revise OMB Memoranda M-24-10, “Advancing Governance, Innovation, and Risk Management for Agency Use of Artificial Intelligence,” and M-24-18, “AI Acquisition Memorandum” as necessary to make them consistent with the EO’s policy goal.
