Summary

The bill would amend the Research and Development, Competition, and Innovation Act to include more biosecurity measures related to nucleic acid synthesis. The act would create a new subparagraph that would require the creation of best practices and standards around risk management in biometric research, including risks associated with the use of AI. Additionally, the act would create a new subsection that would develop security measures specifically for nucleic acid synthesis and screening. This subsection would require the development of improved testing and screening for nucleic acid synthesis and the creation of standards around operational security in the nucleic acid synthesis process.

The act would require the creation of a consortium of biosecurity stakeholders (i.e., industry and academia) to inform this process. It would also authorize the appropriation of $5,000,000 from the NIST budget every fiscal year from 2025 to 2029 to carry out this amendment.
