Summary
The Journalism Competition and Preservation Act (JCPA), sponsored by Democratic Rep. David Cicilline (RI-1), intended to provide a four-year safe harbor for publishers of online content to collectively negotiate with dominant online platforms regarding the terms on which content may be distributed, but never received a vote. A revised version of the bill was later introduced in the Senate, with requirements that all joint negotiating entities (JNEs) have fewer than 1,500 full-time staff to qualify for negotiations, effectively excluding the New York Times, the Washington Post, and the Wall Street Journal.
