Summary

The act aims to support the creation of a diverse and interdisciplinary AI research community via partnerships and merit awards given to underrepresented higher education institutions. The act will amend the National AI Initiative Act by including a new subsection that outlines procedures for giving merit awards to eligible higher education institutions to broaden their participation in AI research and development. Eligible higher education institutions include:

  • Universities that are not among the top 100 institutions in Federal research expenditure,
  • Historically Black colleges and universities,
  • Minority-serving institutions,
  • Tribal colleges or universities, or
  • A combination of any of the above.

Awardees must use their funds to expand AI research programs, prepare students for careers in AI-related fields, and develop workshops and other activities related to AI participation and ethics. These institutions can also collaborate with relevant government, non-profit, and private entities to achieve these goals. The NSF must commit to conducting outreach to eligible institutions and participants in all regions of the US, especially those underrepresented in STEM.
