Summary

The bill would provide legislative authorization for the National Artificial Intelligence Research Resource (NAIRR), which has been operating as a pilot program since January, to connect researchers to data and resources necessary to conduct AI research. The act would create formal administrative bodies via a steering committee and a program office to successfully execute and evaluate the NAIRR. The steering committee would be chaired by the Director of the Office of Science and Technology Policy, with assistant chairs and members being selected based on experience in either developing or funding AI. The NAIRR, as a set of resources, will include tools such as computational resources, data, educational tools and services, and AI testbeds.

These resources would be available to individuals affiliated with US-based higher education institutions, non-profits, Executive agencies, federally funded research centers, and those deemed eligible by the steering committee on a case-by-case basis. This act will also ensure there is a process for auditing NAIRR's resources and the research conducted using its resources on matters related to privacy, ethics, civil rights and civil liberties, safety, security, and trustworthiness of AI systems.
