Summary

Representatives Don Beyer (D-VA) and Anna Eshoo (D-CA), Vice Chair and Co-Chair, respectively, of the Congressional Artificial Intelligence (AI) Caucus, introduced the bill to set standards for transparency around AI foundation models. The Act increases transparency around AI ‘black boxes’ by empowering the Federal Trade Commission (FTC) to develop regulations that require models to disclose training data, model documentation, data collection in inference, and operations of foundation models. The FTC will consult with the National Institute of Standards and Technology, the Office of Science and Technology Policy, the Register of Copyrights, and other relevant stakeholders to establish the standards that include what information from AI foundation models should be publicly available.
