Raquel Vazquez Llorente

Raquel Vázquez Llorente operates at the intersection of law, emerging tech, and global regulation. As AI Policy Manager at Google Government Affairs and Public Policy, she leads policy strategy on technical AI governance. Specializing in translating human rights principles into technical specifications, Raquel was previously Associate Director at WITNESS. There, she led the organization's strategy on generative AI, directing socio-technical research to embed safety measures in AI products and guiding media provenance recommendations that influenced EU and US legislation. Earlier, she co-developed award-winning cryptographic software for visual evidence authentication, helping establish global standards for media integrity. Her work has been featured in international media, books, and President Obama's reading list, and earned the 2024 Aspen Institute AI Reporting Award. She serves on the board of The Guardian Foundation and is a former member of the Partnership on AI Steering Committee. Admitted to the Madrid Bar, Raquel has held visiting research roles at Oxford and UC Berkeley, and holds an MSc from the London School of Economics (LSE) and degrees in law and business from Universidad Carlos III de Madrid.
