Max Morgan

Max Morgan is a Master's in Public Policy candidate and Tech and Public Policy Scholar at Georgetown University where he studies open web platforms and state capacity for data governance. Previously, Max served as a Senior Software Engineer in the City of Detroit's Department of Innovation and Technology, where he advised on the City's AI governance process, led accessibility reforms, and led development of the City's first centralized digital services platform.
Prior to the City of Detroit, he served as a Staff Software Engineer at Meta Platforms, leading efforts to ensure compliance with EU GDPR and DMA regulations and developing Meta's first system for cataloguing data use cases, policies, and compliance enforcement. Earlier at Meta, Max worked on political integrity initiatives, expanding Meta's identity verification workflows globally. Max also holds a B.E. in Computer Science from the University of Michigan.
