John B. Horrigan

John B. Horrigan is Senior Fellow at the Benton Institute on Broadband & Society, with a focus on technology adoption and digital inclusion. Horrigan has served as an Associate Director for Research at the Pew Research Center and Senior Fellow at the Technology Policy Institute. During the Obama Administration, Horrigan was part the leadership team at the Federal Communications Commission for the development of the National Broadband Plan (NBP). For the NBP, Horrigan was responsible for the plan’s recommendations on broadband adoption. He has done extensive research assessing the impacts of addressing the digital divide, the role of libraries in communities, and on the Affordable Connectivity Program. Horrigan has a Ph.D. in public policy from the University of Texas at Austin and his undergraduate degree from the University of Virginia.
