Gulsanna Mamediieva

Gulsanna Mamediieva is a Tech and Public Policy Fellow, Better Governance Lab Fellow, and Adjunct Professor at the McCourt School of Public Policy, Georgetown University. She is a recognized leader in digital transformation and tech policy and has over a decade of experience shaping digital government initiatives.
Previously, Gulsanna served as an Adviser and as Director General for Strategic Planning, EU, and NATO Integration at the Ministry of Digital Transformation of Ukraine. She played a pivotal role in launching and implementing Ukraine’s National Strategy for Integration into the EU Digital Single Market, advancing government digitalization, digital skills, connectivity, and the digital economy. Her leadership helped position Ukraine as a European digital transformation leader, earning global recognition for Diia—an award-winning government super app used by over 22 million citizens. Diia became a lifeline for government operations during the COVID-19 pandemic and full-scale war, placing Ukraine among the top five nations for digital services.
